Duurzaam is nooit echt Duurzaam ??
Vanaf 2010 zal het Rijk nog uitsluitend duurzaam inkopen. Van kantoorbenodigdheden tot bouwprojecten. De doelstellingen voor provincies, gemeenten en waterschappen liggen iets lager. Voor alle 80 productgroepen die daaronder vallen, moeten nu duurzaamheidcriteria worden geformuleerd. Bovendien moeten overheidsinkopers die ermee gaan werken, goed worden geïnstrueerd.
Wiana Partakusuma, programmadirecteur Duurzaam Inkopen van bij het ministerie van VROM, heeft er de komende jaren haar handen vol aan. Partakusuma formuleert de definitie van duurzaam inkopen: “De doelstelling van duurzaam inkopen wordt bereikt als de inkopen voldoen aan de criteria voor duurzaam inkopen die op dat moment gelden. Aan die criteria wordt nu gewerkt; ze moeten begin volgend jaar klaar zijn.” Van de 80 productgroepen hebben er 22 betrekking op de bouw- en gww-sector. Bovendien vertegenwoordigen de inkopen in deze productgroepen zo’n 50 procent van de overheidsuitgaven. Die bedragen op jaarbasis circa 45 miljard euro. Duurzaam is een dynamisch begrip. Er is altijd ontwikkeling. Daarom is duurzaam nooit echt duurzaam”, stelt ze. “Als norm voor de criteria hanteren wij de oplossingen die de koplopers in de markt kunnen leveren en presteren. Je moet beseffen dat nieuwe duurzame oplossingen steeds vaker, steeds beter en ook steeds sneller worden gevonden. Kijk naar alles waar een stekker aan zit: daarin kan binnen een jaar een enorme vooruitgang zitten. Wat nu een energie-A-label heeft, kan volgend jaar al een C-label zijn.”
Van een Energie A-label naar een C-label lijkt mij eerlijk gezegd een forse achteruitgang. Het wachten is vooral op de criteria. Daar is een hoop gedoe over en inmiddels is al duidelijk dat de eerder genoemde deadline van 2008 niet gehaald gaat worden. Wiana hanteert het uitgangspunt dat de criteria voor de 22 productgroepen waar de bouw bij betrokken is, in het eerste kwartaal 2009 vastliggen.
